But whichever shoulders you get first will do. (You'll want that cooldown reduction for fights like Moroes). The Hypnot Blade is a great weapon, but at level 34, it's not outlands-ehantable.
isn't the item lvl of hypnot blade 39? so thnally it would qualify for the lvl 35 and above items it say...
